Abstract
Reducing greenhouse gas emissions and slowing down global warming has become a topic of common concern globally. Guiding the comprehensive low-carbon transformation of the economy and society and improving energy utilization efficiency has become an important issue. This paper provides a relatively detailed introduction and analysis of the institutional evolution, target positioning, and main components of energy audit under the background of “carbon peaking and carbon neutrality”. The research in this paper has certain reference value for a deeper understanding of energy audit and promoting the improvement of the carbon neutrality institutional system.
