Interpretation of U.S. artiffcial intelligence policy of executive order 14110 from the perspective of digital hermeneutics

Abstract
The United States has consistently been a world leader in the development and governance of artiffcial intelligence (AI). This study focuses on U.S. AI policy, employing the theory of digital hermeneutics as the research method. By combining quantitative and qualitative analyses, it examines Executive Order 14110 from the perspective of attitude analysis and co-existence analysis. The results indicate that the United States maintains a proactive attitude toward AI technology while also paying attention to the regulation of "high-risk"AI. Overall, the approach is characterized by "promoting development, valuing talent, and mitigating risks,"and this trend is expected to continue.
