Abstract

全球气候变化和环境问题正在对人类的可持续发展产生重大影响，国际社会广泛采取节能减排措施，以确 保未来全球社会、经济和环境的可持续发展。主权国家政府往往是环境战略的实施者和责任承担者。文中笔者将探 讨政府被视为当前生态问题承担者的具体原因，并讨论政府在实施环境保护政策过程中出现的与现代人或子孙后代 责任与责任分配的相关问题。
