2017 年以来美国参与联合国维和行动的特点、逻辑与影响

Abstract
美国作为联合国维持和平行动中的重要行为体，其对维和的参与影响着全球和平与安全。通过考察 2017 年以 来美国的联合国维和政策，可以发现美国参与形式多样，呈现投入资金多、派遣人员少、强调军事指挥权、侧重能 力建设的特点，但总体参与程度自 2017 年起持续下降。同时，民主党总统对于维和的态度更为积极，共和党总统的 维和政策十分消极，且第二任期比第一任期收缩程度更甚。美国的联合国维和政策深受总统的外交取向、护持霸权 的战略动机以及国内多方博弈的共同影响。美国减少对维和的参与将冲击国际体系和国际秩序，削弱国际合作和多 边机制，不利于国际安全形势的稳定，同时还将严重打击美国软实力。未来，国际社会需要为适应美国在维和领域 的缺席做好准备，以保障维和行动的可持续性。
