柬埔寨职业教育发展的动因解析与政策启示

Abstract
梳理了柬埔寨的职业技术教育与培训(TVET)的发展脉络和现状,重点分析了近期改革的动因与政策选择。推动其改革的内部动力很明确:填补长期冲突留下的技能空白、落实国家人才战略、以及应对全球价值链升级带来的竞争压力。尽管政府改革的决心很大,TVET 依然面临几大难题:课程过时、校企合作不畅、培训质量不稳定、管理多头等。本文认为,未来改革必须跳出“规模扩张”的思维,转向更整合的政策路径。
