Abstract
This article examines the development, implementation, and political strategy behind KiwiSaver, New
Zealand’s voluntary retirement savings program introduced in the early 2000s. Unlike previous pension models,
KiwiSaver used a quasi-compulsory structure, balancing voluntary participation with incentives to encourage
broad enrollment. This study analyzes the policy ideas, ideological shifts, and power dynamics involved, with a
particular focus on Michael Cullen’s use of strategic ambiguity in navigating the complexities of New Zealand’s
Mixed Member Proportional (MMP) parliamentary environment. By examining the interactions between the
Labour government, opposition parties, unions, employer organizations, and the financial sector, this paper sheds
light on how KiwiSaver reshaped New Zealand’s pension policy landscape, creating a model that integrates
public and private interests through ideological flexibility and pragmatic compromise.

Transnational corporations (TNCs) are playing an increasingly important role in the context of
globalization. How to carry out effective cross-cultural human resource management in different cultural
environments has become a growing concern for multinational corporations. Due to the cultural differences of
multinational corporations, internal management, especially people-oriented human resource management, has
brought great influence, which makes enterprises from different regions present different enterprise management
characteristics. Therefore, it is of great significance to study how to carry out human resource management
of international enterprises in cross-cultural background, through adjusting the corresponding management
policy and adopting effective management means, so that the enterprises, in the process of participating in the
international economic competition, not only adapt to the economic environment among the main bodies of the
international business activities, but also adapt to the cultural environment among each other, and obtain the

Abstract
This paper deeply discusses the positive and negative impact of diversification strategy on enterprise
performance. By entering different markets and industries, diversification strategy rationally allocate enterprise
resources in multiple business fields, so as to realize resource integration. This integration not only improves
the efficiency of the enterprise, reduces the waste of resources, but also promotes the synergy between different
businesses, and creates more sources of profit for the enterprise. In addition, diversification can effectively
disperse operational risks. When a company encounters market volatility or an industry downturn in one business
area, it can better balance its overall performance through revenue and growth in other areas. This diversification
of income sources provides a solid guarantee for the financial stability of enterprises and enhances their ability to
resist risks. Especially in the global market environment, the changing trend of different markets is different, and
income diversification has become an effective means for enterprises to deal with risks. However, diversification
can also bring a series of challenges to enterprises. The first is the financial pressure. Diversification usually
requires large-scale capital investment, and the new business may not bring significant profits in the short term,
thus leading to the increase of financial pressure on enterprises. In addition, cross-industry or cross-market
expansion may be accompanied by market risks, especially when enterprises enter unfamiliar fields, they may
encounter differences in consumer demand, legal and regulatory restrictions, and pressure from competitors,
leading to increased market risks. Moreover, diversification may also lead to an increase in management
complexity. With the expansion of the business, the organizational structure of the enterprise becomes larger, the
decision-making process and communication costs rise, and the decentralization of management resources may
lead to less attention to the core business, and even affect the overall operational efficiency

In response to the first question, the core elements of China’s stock valuation system are analyzed
first, including the following four parts: policy orientation, value investment, asset reorganization and risk
management. In other words, under China’s stock valuation system, stocks with high valuation meet one or more
of the following conditions, are policy-oriented and have considerable growth potential. In other words, the stock
price is in the key areas and enterprises with stable growth and state support in the long run, and can pursue
higher returns with the lowest risk as possible. In this way, the characteristic indicators of the valuation system
model with Chinese characteristics can be established. For problem 2, we classify the indicators established in
problem 1. We consider using K-means clustering algorithm and ARIMA time series to construct forecast profit
rate indicators, classify and judge the 12 specific indicators after conversion, and analyze their characteristics
based on the results of different classifications. The characteristic of this analysis is to conduct an analysis
according to the mean value or distribution of the features after clustering.

With the continuous improvement of consumers’ requirements for the quality and safety of fresh
food, the quality of its supply chain is attracting increasing attention. This paper takes the fuzzy comprehensive
evaluation of fresh food supply chain quality based on analytic hierarchy process (AHP) as the starting point.
First of all, deeply analyze the characteristics of the fresh food supply chain and the quality influencing factors,
and clarify the key indicators such as logistics links, suppliers, external environment, personnel quality, and aftersales service that affect supply quality. Then, the AHP method is introduced to construct a quality evaluation
index system and determine the weight of each index, so as to systematize and hierarchize the complex quality
evaluation problem. Then, fuzzy comprehensive evaluation is used to quantitatively evaluate the quality of the
fresh food supply chain, transforming the fuzzy quality concept into specific numerical indicators, providing
relatively scientific and accurate quality evaluation basis for enterprise managers and relevant departments. This
research aims to provide effective methods and decision support for the quality control of the fresh food supply
chain, so as to improve the overall quality level of the fresh food supply chain and protect the rights and interests
of consumers.

The phenomenon of delayed graduation of doctoral students is becoming more and more prominent,
which attracts the attention and attention of the whole society. However, from the psychological level of
college students, especially the impact of employment anxiety of humanities and social sciences on the delayed
graduation of doctoral students. Research on employment anxiety, academic papers, incentive mechanism,
mid-term assessment and other aspects, and conclude that employment anxiety is affected by the number of
academic papers published and presents the “threshold effect” in economics, and “breaking five only”, especially
“only papers”, can significantly reduce the extended number of years. The mid-term assessment method and
the interaction of supervisors are the catalyst for the postponement of doctoral students. Under the background
of the general reduction of school funding for most doctoral students after the delay, the employment anxiety
of doctoral students is further intensified. In view of this, it is necessary to strictly implement the mid-term
assessment of doctoral students with “only paper”, and the system design should highlight the basic academic
standard of doctoral students. It is necessary to form a good degree of guidance, improve the support for the

Innovation is the first productive force, the implementation of innovation-driven development
strategy, adhere to the core technology independent innovation non-core enterprises long-term development
of the booster. The implementation of innovation-driven development strategy can promote the overall level
of scientific and technological innovation. This paper constructs a strategy-network relations-performance
model, uses 237 questionnaires from non-core enterprises as samples, and makes an empirical analysis of the
choice mechanism of innovation strategy of non-core enterprises, considering the moderating effect of network
relations. The results show that both breakthrough innovation strategy and progressive innovation strategy have
positive effects on technological innovation performance. In the moderating effect, network density and network
strength can significantly regulate the impact of innovation strategy on cooperative innovation performance,
and the moderating effect on breakthrough innovation strategy and technological innovation performance is
more significant and better than that on progressive innovation and technological innovation performance.
Network centrality only has a positive moderating effect on the relationship between breakthrough innovation
strategy and cooperative innovation performance. Therefore, when formulating the future development strategy
of the company, non-core enterprises should be in the combination of multiple network relations with a more
central-network position, high network density and high network strength, non-core enterprises should choose
the breakthrough innovation strategy to grasp the development opportunity and carry out the breakthrough
qualitative change development. When deviating from the central position of the network, the network density
is small or the network strength is low in any of the situations, non-core enterprises should choose progressive
innovation accumulate, and carry out progressive quantitative development.
